If you want to learn with tutor its okay but you can practice it online also.There are so many videos, online material available on the internet. First learn all the basics like numbers & characters then go through books. It’s very interesting language .There is also a site named min multimedia which teaches how to write & speak Chinese.

If u just want to talk at daily life,no need to learn Chinese Characters.
Too difficult for u.

If u want to know Chinese Culture and history,or read in Chinese.
U should learn it.
Maybe u don't know,there is no pinyin many years ago,just Chinese Characters.
So pinyin is no other meaning just a helper for pronunciation.

If much important for u to choose the most suitable one not the best one.
Anywhere there are some tips u can use to choose.

First,choose local mandarin school which is nearby yr office,home or the school can provide teachers that go to yr office for teaching.

Second,choose the professional teachers who are experienced, best if they can
speak some other language u want to practice at the same time.

Third, u can choose the school where yr friends or someone u know is studying there,and ask for more information,so that u can know it well before paying the money.

Forth,it's much better to have a trail class and see the environment of the school and how many teachers and centers they have, best if they have several centers,this will be useful when u have to go out for business usually.

0.0? What for ? I am Chinese hmm and hardly do that, but I can understand . If a Chinese person go to your country , one of your compatriots never seen a Chinese person in reality before, he or she might stare at that poor Chinese man for a long time and says:"Wow i saw an Asian, it looks like a freak 0.0" within their hearts...

Through what you experienced , try to learn the reason why you experience that. The window from China to outside world had been close for centuries, although it have been open for recent decades, It still takes time for the unlucky and poor Chinese people to adapt the new world ,the new things, the new faces.
And by the way , i have been stared at by many of them in my childhood also.Coz they think i was too tall to be a kid.It makes me painful.I am just about 6feet.
